Click Start -> My Computer -> C: -> Program Files -> PostgreSQL. Right click the data folder and click Properties.
Click on the Security tab. If you see the postgres user, click on it and check Full Access. If you don't, click Edit, then Add, then Advanced, then Find Now. After the list populates, scroll down and find the postgres user (it'll be there). Click on it and click OK until you get back to the screen where you can check Full Access for the postgres user. Do that and click OK.
It'll update the appropriate files, then try starting the PostgreSQL service again and it should start.
