Have indeed run in to permission problem; what is the best way to grant the relevant permission to postgres?

Right click the folder in question, click Properties and go to the Security tab. Click Edit. If you see the postgres user in the list, click on him, click Full Control and OK and you're all set. If you don't see that user, click Add then Advanced then Find Now. That will populate a list at the bottom - scroll to find postgres, click on the username and click OK twice to add the user. Then click on the postgres user, check Full Control and click OK. It may ask you if you want to apply this to all subfolders and files - you want to say yes if you see that question.
