A different version of PostgreSQL won't be able to read your old database. If you have all of your hand histories then you can import your hands to the new database, or if you have a Backup then you can restore that. To be able to connect to the old database you would need to reinstall the same version of PostgreSQL that you previously had.

If you're going to reimport you may want to install our recommended version 9.3; 9.5 is pretty new and we haven't yet confirmed that there are no issues affecting PT4.

ok thank you for the help. I have PT4 up and running now with the old version of 8.3. I uninstalled the 9.5 and restored my computer to a previous restore point just prior to the trouble, seems there was a windows update that my have some how did something( not sure) but I am now able to see my old data base and have now backed them up and everything seems to working again. I ran through the processed hand folder and imported the last few days of hands that were on the database that was created with 9.5 and have all the hands now in the old database.

On a sidenote to this.

Do you guys know when and if you will be supporting PSQL 9.4 and higher fully? I always like to keep my Database updated because sometimes the performance increase is huge.

I'm not aware of any problems with 9.4 at this time or any features that make significant performance boosts for us. 9.5 is more likely to provide some gains for us but I don't have a time frame for our detailed testing at this point.
