Try installing PostgreSQL to a new directory that you create somewhere not in either program files directory (e.g. create C:\PostgreSQL\ and put it there) and let me know if that doesn't fix this (it often can).

I can't remember seeing that particular problem with Avira, but it certainly sounds as if something is keeping PostgreSQL from starting up and working properly.

You could try attaching the last 4 or 5 files in the PostgreSQL\x.y\data\pg_log folder to a support ticket and we'll take a look and see if anything more obvious is going on - that's going to be in Program files and x.y is your PostgreSQL version number.
