trying to install the 9.3.4, and I'm not sure about my success rate since I'm not a techy person to be honest.

Click Start type services.msc and click on it when it appears. Do you see PostgreSQL 9.3 in the list? If so that's good, click on it. Is it started? If so everything is working properly.

Hey, I did the latest of 8.4 instead as one of your tech person advised. And another problem arises as I downloaded and started to install this, it identified my existing file and asked for a password I'm not sure of. Tried a default one I got from the web, but it ain't working.

8.4 is fine. The most common passwords for the postgres service user are:
dbpass
svcPASS83
and
postgrespass

lol after trying to bypass the password page, gave up and continue with the 9.3 I deleted the old database since I had it backed up. I install the 9.3, went pretty well. Let me see what will happen, btw after installing how would I restore my old data?
