ran into this problem right off the bat installing postgre with PT4
- noticed PT3 stopped working a little while ago
- uninstalled the old postgres from my computer

what is this microsoft SQL pictured
should i uninstall this also? or would that be very bad?

We don't use Microsoft SQL - it's completely irrelevant to PT4 and PostgreSQL (it's just another program; I couldn't speculate why you have it installed).
Which version of PostgreSQL were you getting that error on?

when i begin by clicking the PT4 icon, it will try to install
C:\Program Files\PostgreSQL\9.0

Try manually installing 9.3 as outlined in our documentation
here and let me know how that works for you.
