Is this flag true when:
1) The raise 1st steal is all in ,so no opp to 3bet (resteal).
2) Some other player between the stealer and active player call or make 3bet.

(1) This flag is true if the steal is an open shove - you still have a chance to defend your blind from a steal by calling.

(2) This flag is false if there is another player who calls between the steal attempt and yourself. Once the initial raise is called it is no longer considered a steal situation.
