Why doesn't PT4 have a feature of taking informations when a hand in play? Does holdem manager have this ability? If yes, it's a huge disadvantage. Will there any updates towards this issue?

We don't know anything about a hand until the hand history is written, which isn't until the hand is over. Until then there's no data for us to import.

I can't comment on features in other software packages.
