You can turn off the note rules via the Tools -> NoteTracker window. In order to have no notes taken at all you would need to disable each rule individually by clicking on it on the Edit page, and unchecking the Active box and clicking Save. Once that's done you could purge existing notes completely via the Status page if you so desired and that would leave you complete devoid of automatically generated notes.
