I have made a NoteTracker rule, that shows how often a player 3bets OOP. Then I see a guy has 3bet 2 times from sb vs a button open, but only registers one.

This hand is counted

iPoker - $0.20 NL FAST (6 max) - Holdem - 6 players
Hand converted by PokerTracker 4

Hero (BB): 102 BB
UTG: 100 BB
MP: 110.05 BB
CO: 40 BB
BTN: 30.25 BB
SB: 100 BB

SB posts SB 0.5 BB, Hero posts BB 1 BB

Pre Flop: (pot: 1.5 BB) Hero has Q:diamond: 6:spade:

fold, fold, fold, BTN raises to 3 BB, SB raises to 10 BB, fold, BTN raises to 30.25 BB and is all-in, SB calls 20.25 BB

Flop: (61.5 BB, 2 players) 5:spade: J:spade: 6:club:

Turn: (61.5 BB, 2 players) 2:club:

River: (61.5 BB, 2 players) 7:diamond:

BTN shows J:diamond: J:club: (Three of a Kind, Jacks) (Pre 61%, Flop 95%, Turn 100%)
SB shows A:spade: Q:heart: (High Card, Ace) (Pre 39%, Flop 5%, Turn 0%)
BTN wins 58.45 BB

In the second hand, the player is not out of position relative to the lead/aggressor because he is the lead/aggressor - he made the last preflop raise. There aren't specific filters to pick out 3bet in/out of position vs someone specifically without knowing more - because if someone 3bets and all fold we don't have a filter to compare the position of the person who 3bet to the position of the people who folded preflop.

Shouldn't this apply to both hands? When I test it, no hands are registered.

That definitely should match. Did you check to test for hero? If not that could be why it's not matching.

I found the error. You have to make the rule active before you can test it.
