Try running the following in Applications -> Terminal. You will be prompted for your Mac password, type it and press enter. You won't see *s as a security precaution:
sudo mkdir -p /Users/Shared/Library/Preferences
sudo chmod 777 /Users/Shared/Library/Preferences
sudo mkdir -p /Users/Shared/Library/Preferences
sudo chmod 777 /Users/Shared/Library/Preferences
