how hard is it to move my saved HH files to a new pc laptop via my back-up from a usb hard drive. is it pretty simple and straight forward? because this is the reason that might stop me from changing to PC

If the backup you are referring to is a backup file created with PokerTracker 4 then you can transfer that file to your new computer, click "File -> Restore" in PokerTracker 4 and a window will pop up so you can tell PokerTracker 4 where on the new computer the backup file is.
