Installing PP Hud resources pack

Can someone here plz tell me what is going on.
It's an exe file so everything starts out normal. It downloads 1% of its content and simply stops.
Can anyone help me here?

The only thing I can think of is that your anti-virus software is blocking the download for some reason. Otherwise, please drop an email to support@propokerhuds.com and one of our team will be more than happy to assist you.

OK did that and no-go. I think I've already driven support a little crazy with this. Let me explain it a bit further. When the download starts it opens up note pad and puts some things in notepad. Is that supposed to happen? I've never seen an installer do that. Then it's stuck at 1% until I close notepad. Has anyone else had the same problem? Luv the HUD so plz someone help me make this work like it's supposed to.
