I understand that you should be able to upgrade directly from within Norton itself, but I don't have it so I don't know how to do this (Kraada may and he'll be on again later) but if you go to http://www.norton.com it will take you to the website where you can find upgrade links. (This is the site it took me to but I guess that you may get redirected to a local page for your region.)
The same error? Did you turn Norton off, or shut it down completely? Some firewalls will still interfere even if they are "disabled". Have a look in Control Panel > Administrative Tools > Event Viewer and see if you can see postgres or PGAdmin mentioned. Kraada should be on again soon and he may have further ideas about what else to try.
I haven't run that upgrade personally but I've been told (in remote sessions with other Norton users) that by going through the Norton support system they were able to get the free upgrade since Norton 360 v2 fails utterly at allowing you to run programs of your own devising.
I'll see what else I can find on the issue though.
Create a support ticket using this link and we'll schedule a remote session to log into your computer directly and resolve this issue personally for you. It will likely be the easiest way of getting things resolved.

It looks a little different from your example (viewtopic.php?f=45&t=4098&p=56993#p56991) In the above pic is the highlighted "PT3DB" the one to be backup? Please tell me there is nothing wrong with my database.
