I mistakenly deleted postgesql files and they are no longer in the recycle bin. Pokertracker no longer works. What can I do?

Uninstall PostgreSQL, delete the PostgreSQL directory entirely, reinstall PostgreSQL, then reimport your hands. That data cannot be recovered if those files are deleted, and depending on exactly which files you deleted your entire PostgreSQL installation may be unstable, so it is best to start over clean.

I have gone through the process and it said success.

But I rebooted the computer and when I open Full Tilt and then PT3, I get a message Poker Tracker was unable to connect to any postgreSQL database. Help, please.
