Postgress Issues after new Motherboard Installed

Ok I had a new motherboard and video card installed. When I go to start PT3 It tells me it is unable to connect and leads me to the standard steps of unistallinf and re-installing. I have performed this three times now and still get the same message.

Is the postgres service running? If you look at Task Manager > Processes, do you see any postgres.exe processes?

What did you uninstall/re-install? Postgres or just PT3?
