Do you have PostgreSQL installed on your machine?

I did when this problem happened, I tried uninstalling it to reinstall 8.4 and still get the same message. Under the directory there's 8.2, 8.3 and 8.4.

It sounds like PostgreSQL isn't able to start, though, so try following the appropriate re-install guide (for the version you are using) in the Documentation.

Which version of PostgreSQL were you using last successfully?

I think that that means you need to untick the Initialize Database Cluster option - see page 19 of the How to reinstall PostgreSQL guide.
