unable to log into database

unable to log into database

I get this screen on the windows computer when trying to start pt3. All was running well until recently. Operating system is
windows xp pro. This is my husband's computer and I don't even know how to take a screen shot on Windows. Here it is typed out:

"Unable to log into database (template 1)
Reason: could not connect to server. Conection refused.
(bunch of numbers) is the server running on host ??? and accepting TCP/IP connections on 5432?

Thanks for insight on this probably simple problem.

check your firewall settings to see if the files mentioned in the guide on here are still on your allowed list.

mine had changed which im putting down to a windows update for some reason.

That's indicating that PostgreSQL is not running and won't start. Click Start --> Run, type in "services.msc" (without the quotes) and hit enter. Locate the PostgreSQL service and attempt to start it. If it fails to start, click Start --> Control Panel --> Administrative Tools --> Event Viewer and click on Application in the top left pane. Look for an error in the top middle pane relating to PostgreSQL. Double click it to bring up the error message and tell me what it says and that will give us more detail as to what's keeping PostgreSQL from running.

There were no Postgre error messages but there were 9 "information" entries when it was working. There were no postgre error messages when it failed and thereafter. ??? Thanks for your help, I have avoided dealing with this. Can I just reload the whole program, will that solve it?

We downloaded Postgre again and it appears to be updating the database. Fingers crossed, thank you.
