Is there a fix for the Services Privilleges problem with SQL

Ok, I'm revisting this issue and when trying to connect from the machine that doesn't require postgre (the desktop). PT3 wants the address of the DB, after I make the mods to the files on the database machine (my laptop) do I have to put the IP address or can I leave it as localhost when PT starts looking for the DB in the Configuration Screen? I suspect I have deeper Network issues but I don't see how to properly configure the Config Screen...

You want to use the IP address of the machine you're trying to connect to. localhost is only a shortcut to "the IP address of this particular machine".
