Please follow Tarix's link to download the installer. Extract it from the .zip file and run the installer.

Where are you stuck?
You should be able to extract the installer from the .zip by double clicking the .zip to open it like any other folder, then drag the installer to another folder (e.g. onto the Desktop) and run it from there.

I can setup postgresql-8.3.16-1.zip. after I setup it , how could I do to restore the old SQL database?

If you have the data folder in place when you install PostgreSQL it should reconnect to the existing data folder if you uncheck the 'initialize database cluster' option.
See the 'how to uninstall/re-install PostgreSQL guide' in the Documentation for more information. This guide explains how to keep your existing databases when reinstalling, and if you have put back your old data folder then the same will apply.
