That is very odd behavior - if you haven't already, please submit log files for this issue so that we can investigate further for you.

Update:
I ran some tests on the import speeds of direct connection to the dedicated SQL rig versus connection over localhost via putty tunneling. Here are the results:

DEC 2011 - first 20 files (5k hands per file) via putty tunneling on port 5432 into fresh DB: 3:24 (489.8 h/s)
DEC 2011 - first 20 files (5k hands per file) via direct connection to sqlrig:5432 into fresh DB: 2:48 (594.7 h/s)

Did you run the tests in that order on the same files? If so the second test may have been tainted by OS caching - try rebooting and creating a new database and re-running your second test and that will give a fairer comparison.
