SQL not working after new OS installed

SQL not working after new OS installed

I had PT3 and PostGreSQL 8.3 running fine on my old OS. I did a complete reinstall to Windows 7; I put PT3 and SQL folders on external hard drive for backup. Now, when I start PT3 I get
"Unable to create PostgreSQL database

Reason: Unable to login to database (Template 1)
Reason: Could not to connect to server: Connection refused
(0x0000274D/10061) Is the server running on host "???" and accepting TCP/IP connections on Port 5432?

NB: The port data field *is* set to 5432 in the server connection window that appears right before the error message.

I am only using Windows own antivirus and firewall - no 3rd party. User Account Control is turned off. At the stakes I play, it is no big loss if I have to start from scratch with a brand new database if that's easier. But I can't even do this - I always get same error message.

After you reinstalled Windows I guess you put the folders back where they were, but did you reinstall PostgreSQL? PostgreSQL won't work just by copying the folders back, you'll need to install it again - if the data folders are in place that will link it to your existing databases.

There is a guide on how to reinstall in the documentation.
