That depends on exactly what you deleted. If you didn't delete the Data folder you'll be able to reconnect to it when you install the same major version of PostgreSQL - see the guide in the Documentation.

If you deleted the Data folder then unless you have a Backup of your database you'll need to re-import from the hand history files.

Or was the data folder avaialable maybe somehow even though I had new Windows version.

When i first got new windows on I loaded Pokertracker.com and was empty of data.

That really depends on what you did when you installed the new Windows version. If you formatted your computer then your data would have been gone, but if you installed the new version as an update without deleting anything then your data should still be there.
