I can't find any documentation on how to use this feature?
Is there a manual?

Not yet, we're still working on it. The basics though are that any rules defined on the Edit page takes a note on a player when the filters set in the bottom area match whatever you specified. The note taken is the text defined as the note text. We have a few special variables also which you can see through the Insert link. The most used one we found is {cardrange} which gives you the cards with which a player does whatever matches the rules specified - so you can build a note definition like 3Bet Preflop Range which would show something like:
3Bet Preflop with {QQ+ AQo+ 52s}
