There is no need to uninstall PT3 - both can run fine together. I'd suggest that you leave PT3 as it is for now so that you can refer back if you need to. Once you have everything running well and are happy with PT4 you may wish to remove PT3 at that point.
If you have an old version of PostgreSQL and wish to take advantage of a newer version (for example if you have 64-bit Windows you may want to update to PostgreSQL 9.0 as that has a 64-bit version and will offer some performance improvement) before you start using PT4 you can, but there is no need to do that either if you're not happy with updating PostgreSQL manually.
