Problem with PostgresSQL/Windows 7 Ultimate

Posted this in PT4 forum as well but figured might get a faster response here.

I'm pretty technology illiterate to start. My computer recently crashed and I had to reinstall windows completely. Before PT4 set everything up for me. This time I get to the "Configure PostgreSQL Database" screen and get this message:

Unable to create PostgreSQL database: PT4 DB
Reason: Unable to login to database (template1). Reason: could not connect to server: Connection refused (0x0000274D/10061) Is the server running on host "???" and accepting TCP/IP connections on port 5432?

Help please. Thanks in advance.
