Problems with PostgreSQL

Trying to install PostgreSQL, appears the message:

Unable to create PostgreSQL database: PT4 DB
Reason: Unable to login to database (template1). Reason: could not connect to server: Connection refused (0x0000274D/10061) Is the server running on host "???" and accepting TCP/IP connections on port 5432?

I´m lost. In my older PC, Pt4 was working fine. Now i bought a new machine, trying to install, but dont Works.
I´m using Windows 8.

Open the start screen and type services.msc and click on it when it appears. Do you see PostgreSQL in the service list? If so can you start it?

No, dont appear there.
I reinstalled the postgre, but the problem persists.

Please follow the appropriate guide here to fully uninstall PostgreSQL before you re-install it.

I followed, reinstalled and the problem persists.
Inclued, desinstalled the firewall to see if help, but the same problem still going.

Well... i delete everything and reinstalled.
I think PT4 instalation was normal... then in the postgres instalation, was running normally, but in the final appeared a message saying that the instalation was not complete.
I opened PT4, click to connect in the "configure postgresql server" and appeared the message: Unable to connect to this database. Please check the configuration.
Tips?

I click to open PT4 and when the window "Configure PostgreSQL Server" appear, i click on connect, the show a message: Unable to connect to this database. Please check the configuration
So i have to close and nothing happens.
Think the problem is the instalation of PostgreSQL, cause when i tryied to install, in the final showed a message saying that the instalation was not completed. Butg i don´t know what i can do.

Click Start type services.msc and click on it when it appears. Find PostgreSQL in the list. Is it running? If not can you start it? If not, exactly what does the error say?
