I just tried to disable Kaspersky completely and that gave no improvements.

Concerning the system, the only thing I can think of that might have happened is a defragmentation of my system hard drive that was interrupted by a crash.

Is it possible that it somehow did something like corrupt postgreSQL files ? Or even database files ?

That's very unlikely. But if you could attach the 5 most recent files in C:\PostgreSQL\9.0\data\pg_log to a support ticket we can look into this more closely for you.

Why the heck you don't tell how you solved it?!

I'm still sitting here with the message:

Unable to create PostgreSQL database: PT4 DB
Reason: Unable to login to database (template1). Reason: could not connect to server: Connection refused (0x0000274D/10061) Is the server running on host "???" and accepting TCP/IP connections on port 5432?

These things tend to be specific to your own setup so one person's solution may not help you.
That said, the most common causes of that are either not having PostgreSQL installed correctly or having security software which is interfering.

Click Start and type 'services.msc' and open the Services window.
Is PostgreSQL in the list? Is it started? Can you start it?

If PostgreSQL is running, check our Firewall Guide.
