Is PostgreSQL installed and running on your machine? Click Start and type 'services' and open the Services window: is PostgreSQL in the list? Is it started, or can you start it?

Please check our Firewall Guide as some security software can also prevent PostgreSQL starting. If that doesn't help please post back - kraada will be back tomorrow and he'll be able to help you further.

Could you please look in your C:\Program Files (x86)\PostgreSQL\x.y\data\ directory (where x.y is the version you have installed - if you have 9.0 installed it might be in the non-x86 program files directory), and tell me what you see there?
