I know MoneyBookers accepts Maestro although I am not sure what the fees are like for the user.

And which account are you logged into?

Edit: Looking back at your posts, it appears you are logged in as "Owner"?

I'm guessing the actual "Administrator" login is more powerful that a member of the administrators group...

worth a try rebooting in "Safe Mode with Networking", and cleaning out postgres / attempting to install PT3 again while logged in as the actual "Administrator"?

ummm... you'll have to explain that in more detail. I have no idea how to reboot in "Safe Mode with Networking"

so when I did this, I'd uninstall PT3, then put the PostgreSQL folder in the recycling bin, and then run the cmd prompt, yes? Or do I do that now and then just install PT3 as Administrator?

On 2nd thought, since Owner has complete control as the admin does, I really don't see why this would matter at all.

I mean "complete and unrestricted access" sounds like what I need and is what I have. Seems like the problem lies elsewhere.

Here's a thought - If all you've ever been doing so far (when deleting folder) is moving to the recycle bin, that may be an issue - I don't remember enough - but maybe it needs recycle bin emptying before a new installer is allowed to re-create the folders?

To get in to "safe mode / networking" - reboot the computer, tap the F8 key *repeatedly* as it goes thru the start-up checks - Ideally you want to hit it just before the XP loading screen appears - if that appears, you are too late. It will give you a menu of modes to start in.

I'd wait for AP10's input on this - I may be way wrong, I do not know anything about installer programming, just windows in general.

If he is logged in as "Owner" then he should have full access since he's part of the administrators group.

I think we're barking up the wrong tree...

I agree - I've been doing everything as my account "User" who is a member of "administrators" - I've not been installing the integrated postgres on this machine, but I did install it from it's own MSI ages ago, and I'm sure I was "user" at that ime.

I think the "recycle bin" angle is worth wondering about. May explain the "cannot create file" etc errors?

I've been emptying the recycling bin after I put the postgreSQL folder in there... do I need to do something more?
