Can't Start Postgress

"Unable to login to database(postgres).Reason: could not
connect to server: Connection refused (0x0000274D/10061) Is
the server running the host "???" and accepting TCP/IP
connections on port 5432?"

That's what's happening when i starting poker tracker.
Before that i had problem with the system and i instal Advanced System Care witch help's me,but after that i couldn't open poker tracker.
Without poker tracker i feel like blind i can't play without.
I need help please.
I using Windows XP and PostgresSQL 8.3
