Hi! I just bought a new asus laptop with windows 8 x64 ,have tryed everything - ran the secondary logon - deleted the old postgresQL through add or remove programs - deleted all other postgres data with cmd ( net user postgres /delete )
tryed to instal a new one (tryed on any folder and any location) but the error still pops up " problem running post-install step. Installation may not complete correctly Failed to start the database server."

Try creating a new folder to install to, like C:\PostgreSQL - that sometimes helps the installation on Windows 8.
