Hello, i'm Sloane, i got an error when i try to connect

Hello,
Well i will try to explain you what is my problem but my english is not so good...
I got Poker Tracker 4 since one year.
I had some difficulty to install it but some hours after it worked good.
I don't know if it is the reason but this night i get an electric problem in my flat, and my computer rebooted.
This afternoon when i tried to run PokerTracker on PS, i saw that i could not connect on it.
I used to force but nothing happened so...
First i used to uninstall PostgresSQL and reinstall Postgress version 9.3 ( i dont know if it was good im not good in computer )
i tried to reconnect on PT but it won't work. ( Same database problem )
Second time i tried to uninstall Postgres and PT and reinstall version 9.0 of postgres, i rebooted my comp nothin happen more.

I Checked i checked and i saw that i had to put dbpass somewhere and then i succes connect on PokerTracker but when i wanted to use the HUD it told me this error : Link : http://hpics.li/9c23a02
now when i try to log on PT it tell me it and it popup since i close my Tracker by using CTRL+ALT+DEL and close program
if someone can help me i will be very happy thank you

Click Start, type services.msc and click on it when it appears. Do you see PostgreSQL in the list? Is it started? If not, can you start it?

Yes in services.msc i got a program called postgresql-9.0 - PostgreSQL Server 9.0 and its Started

Please try creating a new database in PT4 when prompted. Does that work?

Well i don't understand so much,
i used to delete PT TRACKER DATABASE in Programs files and recreate the same and it didnt worked i used to purges hand on PT too and same do other style?

When PT4 starts up, it says it can't connect. Does it give you an option to create a new database there? If so, can you do it?

It doesnt ask me when i start,
but yes when i go in database management i can create a new one
do i have to enter somethin special inside when i do it?

Set a new one to Active and Default. Do you have one or more that's greyed out? If so Remove those. That might fix the errors.

When i try to delete it it tell me : Unable to execute querry : DROP DATABASE "PT4 DB" DROP FATAL ERROR : ERREUR LA BASE DE DONNEE PT4 DB NEXISTE PAS
