Can I create (pre flop open limp card range) for note tracker? Can't seem to find this if it exists.

Yes you can, but bear in mind you'll only see cards they limp with and get to showdown with so it won't give you a full range (as with any card range).
Just add a player stat for Actions and Opportunities > Preflop > Calls > Limped First In, and add the {cardrange} Variable.

Is there a way to exclude completing in the SB as an open limp? Should I just leave it as is?

You could exclude the small blind position by using a position filter in Hand Details -> Player Position, or add that the player didn't post the small blind.

That will also exclude the button position, so you probably want to include 0 in the range.
