PostgreSQL Database Error

I've had PT3 for several years now but have not used it since most sites banned US players. I recently started playing again and when I tried to start PT3 it asked me to select a database and when I do I get this error message.
Unable to create PostgreSQL Database
Reason: Unable to login to database (template 1) Reason: Could not connect to server : Connection refused (0x0000274D/10061) Is the server running on host (???) and accepting tcp/ip connections on port 5432.

Click Start and type 'services'. Do you see PostgreSQL in the list? Is it started, or can you start it?
If not, you may need to uninstall and re-install PostgreSQL - check out the guides here.
