Notes aren't created instantly; PT4 generates them in the background to avoid interfering with the imports or the Hud. I wouldn't expect them to take that long, but it's possible. Please open a Support Ticket and report your problem so that we can check your logs and see if there is anything to suggest a reason for the delay.
