You'll want to run Vacuum Full in Database Management -> Housekeeping, then do a Full Cache Rebuild. Closing PT4 while the cache was updating is going to leave you in an invalid cache state and the cache is definitely going to need to be rebuilt.

You can create a new database and reimport 40k hands much faster, yes. Just create it in Database -> Database Management, set it as Active and Default and you can delete the old database quickly and easily.

Imports will slow down a little as the database gets larger, but as kraada said datamined hands will often import slower than genuine histories due to the ordering. We will not change PT4 to accomodate issues with mined hands as these are not allowed by most sites.

Got postgresql v9.3 and i just created a new database and reimported all the hands on the processed PT4 folder and the import speed is like 25 hands p/h at the most.

We're aware that import speeds drop over large imports and until we can address this we recommend splitting your larger imports into batches.
