Im getting some database error..

so when i try to run PT4 i get this message:
"Unable to login to database (postgres). Reason: could not connect to server: Connection refused (0x0000274D/10061) Is the server running on host "???" and accepting TCP/IP connections on port 5432? "

After clicking configure defaults i get the connect to postgreSQL Server ... i click "connect" and then i get "Unable to connect to this database. Please check the configuration."

what to do ?

Click Start type services.msc and click on it when it appears. Do you see PostgreSQL in the service list? If so can you start it?

umm... i see only "postgresql-8.4-PostgreSQL Server 8.4" and when i click on it ... theres no "start" button i cant find it ?
and no theres no "PostgreSQL" in the list

i dont understand whats the problem PT4 was working fine for weeks ... even this morning but now randomly dont work

Start Service would be on the left hand side in the services window. Or you can right click and click Properties to see a button to start the service.

The error is saying that there is no PostgreSQL service running so the question is why isn't it running -- sometimes it's as simple as starting it up, sometimes there's a reason why it stopped but we need to know what that is before we can fix it.

edit: i found the "start" button ...
when i "start" "postgresql-8.4-PostgreSQL Server 8.4" ... it loads a bit then i get this message: "Windows could not start the postgresql - PostgreSQL Server 8.4 service on Local Computer. Error 1053: The service did not respond to the start or control request in a timely fashion.

Click Start type Event Viewer and click on it when it appears. Expand the Windows Logs section in the top left and click Applications. In the top center pane you should see errors relating to PostgreSQL. Click on one and tell us what the error text (in the bottom center) says.

That's it. That is a known error that can happen with PostgreSQL 8.4 on newer operating systems. At this point in time there is no known solution. Do you have a backup of your hands or your database? If so the easiest and fastest way to get things up and running again will be to uninstall 8.4 fully and manually install PostgreSQL 9.3 per our guides here.
