Hi,
I installed PT4 on a new comp but I get this error upon trying to open PT4:
Unable to create PostgreSQL database: PT4 DB2
Reason: Unable to login to database (template1). Reason: could not connect to server: Connection refused (0x0000274D/10061) Is the server running on host "???" and accepting TCP/IP connections on port 5432?
Running Win8 and the newest version of PT4.

Is PostgreSQL installed on your machine? PT4 should have offered to install it for you but if it was installed previously we may not have. In that case you'd need to install it yourself per our guides
here.

It looks like it installed PostgreSQL already, I am seeing version 9.3 in program files/postgresql/9.3

Click Start type services.msc and click on it when it appears. Do you see PostgreSQL in the service list? If so can you start it? If not what error do you get when you try?

I do not see postgresql in the list of services...

Then PostgreSQL did not install successfully. Please fully uninstall it per our guides linked above and re-run the installer manually. If you get an error on installation let me know what it says.

I attempted to uninst Postgresql using the methods linked, however I do not see Postgresql in the list of available programs to remove in control panel...

Then what led you to believe PostgreSQL was successfully installed? It sounds like it wasn't installed at all and you will need to install it.
