How are you unable to analyze those hands? Unfortunately none of the screenshots you sent were from the 'View Stats' section so I am not exactly sure what's going on. Presumably you are not seeing any data at all? Did you try what the technician suggested to you? That was to click on 'View Stats -> T' and to make sure your Ignition name is selected in the top left (the default name is 'Hero'):
Guide: Changing the Active PlayerIf you just went to 'View Stats' but did not click the 'T' button then you are possibly still in the cash game section of the database ($) so if you have imported only tournament hands you would not see anything there.

previously downloaded in a directory on my computer?
2. If PT4 does have this ability, then what I am doing wrong to cause PT4 not to do so?
Yes. Attach a screenshot of your 'View Stats' window if you are not seeing anything but if you can now see the hands you have imported there are a variety of sections/reports where you can review your stats/hands - see this
tutorial video for an example and links to other tutorial videos. These videos can also be accessed while using PokerTracker 4 via the video icon (the green "?" icon) in various sections.

every time I open the program I have to manually re-download all my tournament Hand Histories?
PokerTracker 4 does store all your hands in the database and previously imported hands do not disappear when you restart PokerTracker 4 - only the information displayed in the 'Import Status' window resets when you restart PokerTracker 4.
