That suggests PostgreSQL didn't reinstall successfully. Follow this tutorial and then run the PostgreSQL v9.6 installer again making sure you use 'dbpass' as the PostgreSQL password. Once PostgreSQL installs successfully reboot your computer and then try starting PokerTracker 4 again. If you need any further assistance please open a Support Ticket with a link to this thread.
