Setting up player stack for villains

So I’m trying using filters to get report on this spot -> how many times did BB with 7-11bb faced an open-shove from SB with stack from 7bb to 100bb.

Anyway, I can’t figure out. I know I can get a player stack to the hero, but not to the rest table. If I use effective stack size, then it simply removes the hands where other players (that acted before hero) had higher than effective stack size limit with the hero (for example: BB 8 - SB 18 - BU 11 - CO 23 would be removed).

If there’s any way to filter out for that spot, I’d appreciate it.

You can filter that from the small blinds perspective using an 'All Players Report':

Guide: Creating My Reports

If you want to see the individual hands you can create a 'Hand Report' with the 'Filter on Active Player' option turned off.

I did get that far with that, but still I can’t figure out, how to give BB certain amount of chips/bb, while not putting limit on every other player at the table.

Yeah, you’re right. That works.

However, there’s an issue if the RFI player is not SB but any other erlier position (BTN through EP).
How do you set up so that f.e. CO has 9-100bb but BB has for example 9-12bb.
If I were to use your approach, it doesn’t differentiate who has the effective stack with us. For example it could give us CO 14 - BTN 22 - SB 4 - BB 5 instead of BB being in that 9-12bb range.

That will only be suitable for hands folded to the small blind since the effective stack in PokerTracker is defined as the maximum amount a player could potentially lose in a pot as of their first action in the hand. If you want to query the stack size of the big blind when other players can be influencing the effective stack of the first raiser then that can only be done with a custom expression filter in 'My Reports' - see this thread for an example.
