Troubles importing hands

ok when i try this, database -> new -> browse databases.
i get the following error: Unable to login to database(template1). Reason: could not connect to server: Connection refuses (0x0000274D/10061) Is the server running on host "localhost" and accepting TCP/IP connection on port 5432.

well i think the server is running on localhost i never changed that, i think the problem is in accepting TCP/IP connection on pot 5432. i think theres my problem how do i check if it accepst connections?

im getting the same problem
stopping and starting postgres doesnt do anything for me
keeps refusing my connection
