Service'PostgreSQL Database SErver 8.3(pgsql-8.3) failed to start. Verify that you have sufficient privileges to start system services.

I am running windows XP and i am the only user on this computer.

Have you had it running before or is this a new install?

From the Database / Postgres FAQ:
Try stopping the service (Start -> Programs -> Postgres -> Stop Service), running a search on your computer for postmaster.pid and then deleting that file, then restarting the service and see if that helps.
Note that you may need to turn on 'View hidden files and folders', and the file seems to be in the folder './Program Files/postgresql/<version>/data'

Not yet, i deleted everything and now trying to installen PT3 again but i get this fault now, Service' postgreSQL Database Server 8.3(psgrql-8.3) failed to start. Verify that you have sufficient privileges to start system services" But i am the only user.

Being the only user doesn't necessarily mean you are an administrator.

Firstly, you can't just delete everything, you must uninstall properly - see this post:
Total uninstall/reinstall of pt3

I did the uninstall tottaly but i get that fault and i am the administrator.

When installing PostgreSQL, try using your Windows username as the service account name. You should then supply your Windows account password in the password field.

This is not ideal, but it is the only work-around that I am aware of for Windows XP Home edition - Insufficient Privileges to start service errors...
