Attn: Vista Users Installing PostgreSQL 8.3

It appears there is a compatibility issue with installing PostgreSQL 8.3 on some Microsoft Vista machines. If you encounter the "Failed to initdb" error message you may need to install PostgreSQL 8.2.7 until the developers at PostgreSQL are able to resolve this issue. Below is a download link:

PostgreSQL 8.2.7

Download the above file. Unzip it then run the file named "postgresql-8.2.msi".

Note: Remember the password you enter for the username "postgres".

Server: localhost (which is your computer)
Port: 5432 (default, unless if you know what you are doing this should not change)

i did that but it says

Unable to create PostgreSQL database: PT3 Beta DB1
Reason: Unable to login to database (template1). Reason: could not connect to server: Connection refused (0x0000274D/10061) Is the server running on host "localhost" and accepting TCP/IP connections on port 5432?

I am a Vista user. I have read all the posts re: problems installing Postgresql. I cannot install 8.3 nor 8.2 (recommended in this thread). I'm at a loss. I checked off "make white page record of installation. No details of problems except error code 1708 1709 ??? If there are any developments for diagnosing vista problems, please let me know
