Help with installing pokertracker3 with postgreSQL

i tried using the intib guide it still wont work, i get this message maybe some can help me

c:\program files\postgresql\8.3\bin\>initdb -W -A md5 -D c:/data
the files belonging to this database system will be owned by the user "steve and bree
this user must also own the server process

the database cluster will be initialized which locale English_United States.1252.

the default database encoding has accordingly been set to WIN1252.
the default text search configuration will be set to "english".

creating directory c:/data ... initdb:could not create directory "c:/data";permission denied

what does this mean?
