This error can occur when the PostgreSQL is not running properly. Please try restarting the PostgreSQL service by clicking Start --> Programs --> PostgreSQL --> Stop Services followed by Start --> Programs --> PostgreSQL --> Start Services.
If this does not resolve your problems, please check to make sure that your firewall is allowing PostgreSQL connections to be made. First, disable your firewall and see if you can connect to the PostgreSQL server. If you can, you should then enter your firewall settings and make an exception for Postmaster.exe and port 5432. Once this exception is made you will be able to restart your firewall and use it with PostgreSQL (and PokerTracker 3) without further issue.
