Problemo solved!

The sinner is probably windows defender.
Went to C:\Windows\system32\drivers\etc\ and opened the hosts file, and entered "127.0.0.1 localhost" at the bottom of the file, saved and rebooted pc.

Use the latest 8.2.x version, which at the moment is 8.2.13, and you can find it here.

Check your firewall; make sure that pg_ctl.exe and postgres.exe have exceptions added for them. Most likely your firewall is blocking PostgreSQL from starting.

If I install PostgreSQL 8.2 as a Vista User without Service Pack 1, what functions/benefits am I missing compared to installation of PostgreSQL 8.3?

Mostly just speed; PostgreSQL 8.3 is about 15% faster. Which may not sound like much but if you're doing housekeeping on a 2M hand database the difference could be almost 15 minutes.

Thank you for the answer. I installed PokerTracker, but it doesn't import the hands. I played on FullTilt, and it said that there were no files to monitor, then, when I played on PokerStars, it said that there were 2 files to monitor, but it didn't download the hands. I had both FullTilt and PokerStars sites marked as "auto-import" and "running". Help?
