My PT3 stopped starting up--the logo would come up and just sit there. Restarted. Logged out and back in. Nothing worked so I reinstalled. Now the registration server is down. I really need to get this up and running as I am taking a holiday this month and have to make my VIP levels by the 10th.

The servers are running fine. The problem is likely a firewall or other security application preventing PT3 from connecting to the server.

A few firewalls/security applications definitely prevent things working. What are you using?
Try disabling it and see if you can connect.
