If you haven't rebooted, try that first.
Is this a database you were using before?
Did you change anything?
This often indicates a firewall blocking PostgreSQL, or PostgreSQL not running for some reason.

Firewall Guide and if that doesn't help click Start, type in services.msc and hit enter. Locate and attempt to start the PostgreSQL service. If it starts, try again in PT3.
